The JMD Deputy Assistant Attorney General for Policy Management and Planning stated that “it is not clear” who has responsibility for managing WMD response activities in the Department. He noted that the uncertainty could create a “disaggregated” response to a WMD incident. Through our interviews of 36 senior officials involved in emergency response planning in the Department and the components’ headquarters, it was clear that no person or entity is managing the overall Department’s response activities.39
