On October 16, 2008, an Office of the Deputy Attorney General memorandum formally designated ATF as the Department’s lead for planning and coordinating the federal law enforcement response if ESF-13 is activated. While ATF coordinates all ESF-13 activities, personnel to perform ESF-13 activities may be provided by any of 13 federal agencies.25
