The 2008 memorandum formalized ATF’s assignment as the Department’s coordinator for ESF-13 activities to “coordinate the Federal law enforcement response to assist other Federal, State, local, tribal, and territorial law enforcement department and agencies that have been overwhelmed or incapacitated by an act of terrorism or natural or man-made disaster.”
